An errant (invisible) character got into the banlist and banned all IPs. Still don't know what character it was - both cPanel and Windows reported it was a 0 length file - but deleting the entire file and replacing it with a newly created one cleared the problem.

I do know how it got there and have fixed that problem - SVN 1450

Between trashing a vital file and my ISP connection being REALLY bad this afternoon ... Rest assured, nobody was actually banned.   Embarrassed
